Handbrake question

Vehicle is preparing for launch of the ejector seat in 3, 2, 1, Assume its the way the lift pump engages, usb charges etc on unlocking etc.

Is there a mechanical locking mechanism that engages when the seat belt is unfastened, i.e. the driver is no longer in control. When the seatbelt is fastened then the mechanical locking mechanism disengages, the driver is control and the handbrake disengages faster?
