The let down in the insignia is the weight of the engine, heavy old lump to try and throw around hairpins .
Yes the re-map will improve response lower down the rev range .
    Stiffer engine mounts
Stiffer / shorter shock absorbers and springs .
And a good set of tyres for track use only ( if that's the only place the car is going to be used .)

Police APDs aren't really trained in car handling - the emphasis is on safety on open roads.

The fundamental reason the Insignia understeers so much is the turbo lag. Everything suggested here so far will make the understeer worse. Stiffer suspension, a less smooth torque curve, a limited slip diff(!), Etc are all things which increase understeer.

There are two things you can do about understeer, and both are free. One is to keep the revs high enough to keep the turbo spinning all the time, so there isn't a sudden burst of torque. The other is to drive the car like an old 911 - turn in way before the apex, use the understeer to push you out to where you want to be.

Have your drivers remembered to turn off the esc? With it off my Insignia is quite happy to four-wheel drift after a Scandi flick. With it on, it just understeers.

The only thing you can change that'll make any real difference is the front tyres. Unless you want to strip out a load of extra weight from the interior, anyway.

End of the day, you simply can't get a bigger, heavier car around any given corner faster than a small, light car - without downforce, anyway. That's why the trade off has always been between straight line speed and cornering.

By far the simplest fix for your problem is to nobble the other cars. Just stick some eco-hard tyres on the front and they'll understeer too.

          Cornering and Control
If you ever twirl a ball on a string around and around you will notice that the ball is moving much faster, and covering more ground, than the part of the string next to your hand. This same situation happens in your car as you turn a corner--the inside wheel spins slower and travels less far than the outside wheel. In order to compensate for this a limited slip differential will change the amount of power going to the inside and outside wheel so they match and don't get out of sync. If this did not happen, the inside wheel would push outward and make cornering more difficult

That's completely wrong. There is no problem cornering with an open diff.

An lsd will improve straight line traction, because when one tyre starts to lose grip, it won't send all the power to that wheel. In a corner, under power, it does exactly what the name suggests and limits the amount of slip. So it resists the two wheels turning at different speeds, which, as you've identified, is the exact opposite of what you want.

There are an awful lot of myths about this sort of stuff which come from the same idiots who think Xenon bulbs make their cars faster...

                  Dear MR OP .
If you are still with us .
We do apologize for the interlude normal service will be resumed.
How much money you got ?
Try the remap ( the power curve will be different rather than a big woosh of turbo higher up the torque curve )
                  Try different tyres.
Then see how see fairs from there .
