Another problem

Another query.
I went about changing the boost valve as it was "moooooinng".
The day after I swapped there was a lack of power over 2000 revs, swapped back the original and ok again.

The replacement valve I can't seem to blow air through it, the top air pipe seems to be blocked.
Should you be able to blow air through vac and out?
I think it's blocked or a dud

Boost valves aren't what I would class as lights.
