I looked around and behind rear light covers of my wagon today, and was thinking the same thing: why only 1 fog light? There is basically an empty socket for the second bulb on the other side, but it's purposefully covered with plastic, and probably it has no fog light wiring nearby. But it's not like it would make a big difference in manufacturing costs to add a second bulb to give it a smarter look and add some extra visibility to cars behind. In really bad winter weather conditions one fog light makes it a lot harder to estimate the distance to the car in front of you, because sometimes that's the only thing you can see.

One rear fog lamp is now becoming the norm. It is said that it is an EU directive, as two lit rear fog lamps can be mistaken for brake lights, what a load of twaddle. Often it also means only one reversing light. Good that two rear reversing lamps have been retained on the Vectra and Insignia.
